Mr. Cooper is responsible for TD Bank's New Markets Tax Credit (NMTC) Program, which helps bring down the cost of capital in communities outside the economic mainstream. Mr. Cooper works with both public and private companies using NMTC investments to finance commercial and industrial development and community revitalization throughout TDCDC’s national service market. As President, his responsibilities include: collaborating directly with TDCDC’s local, state, and regional community development partners; identifying and evaluating suitable borrowers, projects, and investment opportunities across the TD footprint; negotiating, structuring, and recommending NMTC financing in accordance with TD’s policies and procedures; overseeing balance sheet, risk management, and overall compliance of the Bank's NMTC portfolio; and managing TDCDC's client relationships. During his 10-year tenure at TD Bank, Mr. Cooper has also been responsible for closing approx. $1 billion in complex transactions involving NMTC financing; tax-exempt bonds; loan syndications; liquidity facilities; leveraged buyouts; debt capital markets; and interest rate and F/X derivatives.
